ABOUT THE CONFERENCE
WHAT IS ANNEX VI?
The introduction of Marpol Annex VI on 1 July 2010 has triggered the process of progressively reducing sulphur oxide (SOx) emissions, both globally and in the designated Sulphur Emission Control Areas (SECAs). Higher levels of restrictions will apply to ECAs. In Europe, these areas include the Baltic Sea, the North Sea and the English Channel. Annex VI stipulates that SOx emissions in ECAs must be reduced to 1.00% from 1 July 2010 and further reduced to 0.10% from 1 January 2015.
HOW WILL IT AFFECT SHIPPING?
The European Shipowners’ Association has warned that if the proposed reductions compel North Sea shipping to switch to diesel fuel, there could be far-reaching implications for the shipping industry and associated sectors. It is likely that shipping costs will be driven up and that the routes will cease to be commercially viable. The unintended consequences of this will be to transfer cargoes and passengers to other forms of transport – land and air – which are less environmentally friendly.
WHAT WILL BE THE CONFERENCE FOCUS?
This conference will focus primarily on the impact of Annex VI on shipping in the European ECAs, but will also look at the impact on ECAs on the US seaboard. It will study the availability of distillate fuels and the likely consequences that will result if the refining industry is unable to meet demand. It will also examine the issue of scrubber technologies and the role that could be played by other elements in the marine clean technology sector.
WHAT ISSUES WILL THE CONFERENCE ADDRESS?
In light of the imminent implementation of Annex VI, the conference will seek to answer the following questions:
• How will it affect the shipping industry in Europe?
• How will it affect the stakeholders?
• How will it affect the price of seaborne cargoes?
• How will it affect other forms of transport?
• Can shipping in Europe remain viable?
• Can the restrictions be ameliorated by regional agreements?
WHO SHOULD ATTEND?
The conference will bring together shipowners and representative bodies, as well as regulators and other stakeholders – charterers, designers, builders, insurers, underwriters, bankers and lawyers from the UK and other major European shipping centres. It will attract high-level participants from the key sectors, including the political and financial echelons.
